Why this festival exists
Beyond the Binary.
TICFF is not an event that sets out to justify cannabis. It is a place for public conversation, held through film and culture.
The Tokyo International Cannabis Film Festival is more than a screening programme on a single theme. It is designed as a Cannabis Culture Forum, using film as a doorway into medicine, history, art, music, spirituality, local culture, public dialogue and the shape of the society ahead.
In Japan, discussion of cannabis tends to collapse into regulation, incident and image. Rather than taking a side in a for-and-against argument, TICFF uses film — a public, shared form of expression — to create a space where different positions and values can meet.
For a partner, taking part in TICFF is not the purchase of advertising space. It is a statement of support for culture, dialogue, diversity, international exchange, and a deeper understanding of plants in human life.

A 5th anniversary programme that looks back over the global counterculture, music, comedy, freedom of expression, diversity and community life of the 1970s and after, and opens a conversation between that history and Japan's own culture of the hemp plant and the city.

PRODUCER, TICFF
X ↗Non-fiction writer, editor and cultural producer. Producer of the Tokyo International Cannabis Film Festival, and vice-chair of the association Clearlight.
He began working in stage production while still at university, touring music and dance performances in Japan and abroad, and made his debut as an author in 1999. Since then he has reported and written consistently on cannabis, drugs, festivals, spiritual culture and street culture — subjects modern society has pushed to its margins.
In recent years his work has moved across publishing, film festivals, research and community organising, quietly cultivating the points where plant culture and expression meet, in Japan and elsewhere. His books include An Introduction to Cannabis, Jomon Native and The Dignity of Drugs, and he served as researcher throughout the manga Tokyo Cannabis Special Zone.

Not a conclusion —but a space, kept open.
TICFF reaches its fifth year. Even so, it does not set out to have the last word. From Shibuya, Tokyo, it keeps moving quietly back and forth with the cultures of the world, holding open the space where a conversation can happen.
